This is related to my other question about disaster areas?

What would happen if a bunch of those people simply went to Hope where they keep the FEMA trailers, and started moving them to the areas where they are needed? I know it wouldn't be legal, and I'm not suggesting that anybody try it, I just wonder if the gov't would actually have the gall to try to prosecute them. And really, since they were paid for with taxpayer money, would it be stealing?
