Was it strategic decision to test how much New Yorkers would panic?

Well it's the government, so us the average Joe's won't really ever know for sure the true reasoning behind this stunt. But it was probably designed to see the reaction of people in case of an attack. Or maybe they just felt like taking pictures of Airforce1 over NYC because photoshop is apparently to expensive of an alternative.... (note my sarcasm).
