The Sims 3 neighbourhoods?

How will they work, I mean do you just start with a ready default one with town halls and career locations or will you be able to start from scratch with an empty neighbourhood like in the sims 2 where you choose you're neighbourhood and the terrain type (lush, sand, concrete ect). So, how will it work in the sims 3???
